 Hi and welcome to WordPress Core Trac!

 I'll close this.

 1. The Accessibility team has //removed// many title attributes from Core
 because they are not very helpful. See #24766.
 2. Images on the About page have been
 [https://www.w3.org/WAI/tutorials/images/decorative/ considered
 decorative] and therefore do not need alternative text. See
 ticket:51415#comment:24. If  an image can have more information about it,
 I would prefer to add that as visible text (and it is rather late to
 change content for the 6.4 release).
