 Hi and welcome to WordPress Core Trac!

 This has been reported earlier in #33072, #32353 and GB21002.

 The [https://github.com/WordPress/gutenberg/issues/21002 Gutenberg issue]
 mentions a way to filter the block output. That could be annoying for the
 first embedded video, but then the parameters are added consistently for
 any other YouTube embeds.
