Comment:

 [56712] will be reverted shortly for 6.4.1. Why? It introduced an issue
 reported in #59837 where bulk edits removes all categories and reassigns
 them to Uncategorized.

 Reopening this ticket and moving to 6.5 to resolve the issue and then give
 it plenty of time for discussion, testing, and possible iteration.
