 @SergeyBiryukov, thank you for the follow-up on this ticket.

 I didn't notice this rotating icon and only after your comment I searched
 the interface for something moving. From my point of view, it still
 looking like nothing is happening after the Apply button is pushed, and
 you need to scroll manually down to see if something is happening or not.

 So, yes, I believe that rotating icon next to the Apply button will be a
 solution if there are concerns about accessibility issues with scrolling
 the page, but perhaps it does not need to rotate in two places at the same
 time, even if most users will not notice the second.
