 Hi and welcome to WordPress Core Trac!

 I think you need to contact //WordPress.com// support. In my test
 WordPress.com site I did not find the setting to enable/disable
 registration on the General Settings page, where it is in self-hosted
 (WordPress.org) sites. And preventing spam registrations may involve a
 plugin.
