Well yes, exactly.
If this was the case, let's just move do_shortcode() to an earlier
position, before blocks are rendered (or even before they are parsed).
This way, user content is never going through do_shortcode().

run on the **entire** HTML **after** blocks have been rendered. This means
that anything that has a shortcode in the template content has the
shortcode rendered whether it's user content or a shortcode block or
whatever! Eeek!
