 Oh, another thought @azaozz - If dependents can't be installed without
 their dependencies, what does this mean for uploading plugins to the site?
 Will we need to detect if the dependencies are installed and if not, block
 the upload, Or would users be allowed to upload dependents without their
 dependencies? - Whichever it is, how might this affect a consistent UX for
 installing/activating dependents and their dependencies?
