 Yeah, that's what I suggested in comment:34, but reading further
 discussion in comment:45 and comment:54, it's not quite clear to me
 whether that approach would have consensus from the leadership.

 With PHP 5.6 + 7.0 + 7.1 currently at 7.91% and
 [https://make.wordpress.org/core/2023/04/14/wordpress-6-3-planning-
 proposal-call-for-volunteers/ WP 6.3 planned for August], PHP < 7.2 may or
 may not drop below 5% by that time. Happy to propose dropping PHP 5.6 in
 WP 6.3, but the reply would still likely be same as in comment:54 :)
