 Yes I've tried on multiple devices, browsers and websites.

 Here are more details steps to reproduce:

 1.  Create or edit an existing page/post.
 2.  Click to insert an image module.
 3.  Click: Select Image>Media Library
 4.  In the modal, select a Library Media item and click "Copy URL to
 clipboard"
 5.  Paste URL into Notepad (or equivalent)
 6.  In the still open WordPress Library modal, click another Library Media
 item and click "Copy URL to clipboard"
 7.  Paste URL into Notepad (or equivalent)
 8.  The first URL will paste, not the second.
