 Thank you @Rarst and @reputeinfosystems for sharing these additional
 impacts. I agree that these are more significant than original thought as
 they can impact bookings, date permalinks, and potentially stores. Though
 the regression affects [https://www.timeanddate.com/time/time-zones-
 interesting.html partial-hour timezones], these timezones include India,
 Australia, Sri Lanka, and more.
