 #51006 is a proposal about Tooltips, and from my point of view this
 functionality can be related to this new-look implementation.

 I believe that this question mark in a circle is a default standard for
 Help, and it will be more noticeable. The same is for Screen options, I am
 forgetting that they exist from times to times.
