 WordPress by default is trying to retrieve meta information for the video
 using the oEmbed https://oembed.com protocol.

 vk.com unfortunately doesn't support oEmbed (or support it with a non-
 standard approach). That's why WordPress can't extract the correct iframe
 code for VK's video player from the link, and you need to add HTML code
 yourself.

 So, I believe vk.com need to implement oEmbed on their side first, then we
 can discuss if it's worth to add it to the support list of the Embed
 Block.
