 I'll be glad to see attachment pages go away for sites that don't actually
 utilize them.

 However, it sounds like this proposal has evolved so that it will be
 turned off for ALL sites in an upcoming release... unless a theme is then
 updated to include the new filter to turn them back on?

 Won't that break all sites that do want attachment pages? You'll then be
 putting the burden on theme developers _and_ site owners to understand
 this change, update their code, run the theme update (which may not be a
 trivial project), and do all that _before_ updating core. ?  That seems
 highly problematic.

 (I don't like the idea of the toggle either, but... perhaps this could be
 more like the old "Links" feature. If it was in use, it stays in use...)
