That will work for Tags (non-hierarchical taxonomies) but not sire how it
would work for Categories. Also the accessibility of this autocomplete was
the main reason updating of Bulk Edit was postponed.

Don't think it would be possible to ignore the hierarchy. "Child"
categories can have the same names as other categories that are not
"children of the same parent" (see the screenshot below).
Think this is one of the big UI/usability problems that needs to be solved
first: "how to represent hierarchical taxonomies when autocompleting".

Yes, I understand. But thinking the "three states checkbox" solves this.
So users can select:
- Add this tag to all posts (checked state).
- No-change, default (dash state).
- Remove this tag from all posts (unchecked state).
The usual workflow for Bulk Edit is to select the posts and edit one
thing, not multiple things. That keeps it simpler.
