 Thanks @TobiasBg. I thought I had seen this somewhere else but couldn't
 recall it late last night. That also explains why it's happening in the
 6.1 branch but not the [https://github.com/WordPress/wordpress-
 develop/actions/runs/4228728292/jobs/7344441608#step:16:41 6.0 one].

 I'm leaning towards closing this as a duplicate since #56615 is looking at
 adjusting the underlying commit that introduced the issue.
