Comment:

 Based on conversations in the PR and #58027, changing the themes may not
 be the best approach here. We will have to continue exploring whether this
 can be solved directly in the underlying core blocks, so that themes don't
 have to be updated.

 Keeping this open for further consideration, but like #58027 it will have
 to be punted as it is too late to reasonably address this now, even though
 it's classified as a bug - the changes needed would be too substantial.
