Comment:

 The patch corrects the quotation mark positioning. The
 [https://github.com/WordPress/gutenberg/blob/bc7ac22b9d25a3769d91e6cd86f17ffcb0982809/packages
 /block-library/src/quote/theme.scss#L4 padding from theme.scss] is `1em`,
 so the patch's `20px` works at standard font size (but could have a
 discrepancy with the front with other font sizes).
