 Hi @audrasjb,

 Thanks for the testing steps, I have tested https://github.com/WordPress
 /wordpress-develop/pull/4561 and it fixes the fixed/sticky menu issue.
 After applying the patch Admin Menu is not fixed/sticky anymore.

 However, I have noticed a margin in the admin menu on admin pages other
 than Privacy and Site Health pages. Please check the attachment I have
 added above.
