 Testing with v6.3-RC1 as @ryno267 mentioned the issue has not been
 resolved.

 I've opted to go with @bekk's `add_filter()` solution above (which I've
 added to our "Options for Block Themes" plugin) and so far it looks like
 it's working which is great but it would be good to see this fixed in core
 soon.
