 Like #32105 supporting a modern collation is a good idea.

 MariaDB added this in 10.10.1 (ref:
 https://jira.mariadb.org/browse/MDEV-27009).

 As the current default is case insensitive, we'll follow the same
 insensitivity and use accent insensitive.

 So of the collations available, use uca1400_ai_ci.
