=== Steps to Reproduce
1. Go to Tools -> Import
2. In zh_TW, this "Import" is similar to "Importer" (translate to "匯入程
式"), but now it is merged and shares the exact translation "匯入" with
the WordPress block editor's button.
3. Please notice there is the same issue for "Author" (Sometimes means
developer) and "Outline" (it has different meanings for web design and
document) at least.
