 Thank you for the report, @ictgo!

 This appears to have the same underlying issue as that reported in #56970.
 If you have time, would you mind trying out the hotfix plugin described
 here: https://core.trac.wordpress.org/ticket/56970#comment:61? It makes it
 so that global styles aren't cached.

 (FWIW, I was able to reproduce this issue on a fresh local install, and
 had to wait ~60 seconds for the new global styles to appear. Installation
 of the aforementioned hotfix plugin should resolve the issue immediately.)
