 Think this ticket should be repurposed a little. The "Backport PHP changes
 from Gutenberg's lib/compat/wordpress-6.2/ files." should not be in one
 ticket, instead each Gutenberg PR that was merged/closed and contains PHP
 changes should get a separate Trac ticket (and a patch/PR) for syncing
 these PHP changes to core.
