 indeed add these filters to this screen, for better consistency across
 Plugins Screens.

 Exactly that. This is simply a navigation consistency glitch which should
 be fixed independently what MU-Plugins themselves allow or now. It is
 valid to navigate from any tab to any other tab within the Plugins screen
 of WordPress. Hence please fix.
