It appears that if you add a query loop to a page that doesn't provide
query context, and the "Inherit query from template" toggle is on, then
the query will run in the editor but not on the front end. Setting that
toggle to off makes the query run correctly.
This seems at best a very poor design decision. Either there should be
some default context that works for all templates, or that toggle should
be set to off by default. And the query results in the editor should match
those in the front end.
