 Is the site you're experience this problem on installed in a sub-directory
 (as [explained https://wordpress.org/documentation/article/giving-
 wordpress-its-own-directory/ here]?

 If so, can you look at this
 [https://github.com/WordPress/gutenberg/issues/48292 issue that has
 already been reported] for what sounds like the same problem and see if
 the discussion on that issue corresponds to what you're experiencing?

 If so, then this ticket can be closed a duplicate.  If not, then it would
 be helpful if you could describe more details about your installation and
 any other details you can think of that would help in tracking down the
 cause.
