Comment:

 If the login page did not change but all the other pages were improved,
 the `forms-rtl` and `login-rtl` stylesheets may not have compiled
 correctly. I tend to have success with the `npm run dev` command when
 testing RTL stylesheets.

 Anyway, I think I took too long to get this done for 6.2.
