 I think we should consider also merge
 [https://github.com/WordPress/gutenberg/pull/45831 this] at the same time.

 The use case here, is if I am developer, I want to use filter the location
 of the theme.json to load from my plugin or somewhere, I would use the
 `theme_file_path` filter.
