 I am leave at the moment, so not had a chance to really look into this.

 I have created a revert [https://github.com/WordPress/wordpress-
 develop/pull/3978 PR]. This leaves the unit tests in, as are still valid
 and pass. I have assigned @Otto42 @iandunn as they have shown interest. I
 wait a while for feedback, revert and mark this ticket as wontfix.
