 while trying to take care of performace suggestiongs in wordpress (org)
 the flush permaclinks and save thing wasn't working, because my site did
 not have an existing .htaccess file.  once i created a blank .htaccess
 file everything waa fine.  so;  WP will not create .htaccess file and save
 to it,  when said file does not already exist.
