 adds test skips for the last remaining PHP 8.1/8.2 issues to buy us time
 to address those later and removes the `continue-on-error` from the GH
 Actions workflows so we can actively prevent new issues being introduced.

 Reviewing and committing this at your earliest convenience would be
 appreciated.
