 Just wanted to add a bit of context around a scenario where [54342] would
 have been useful.

 If a workflow is running, it cannot be restarted. The failed workflow
 recently [https://github.com/WordPress/wordpress-
 develop/actions/runs/3008570953/jobs/4832491485 encountered this] edge
 case when the dispatched workflow started running before the original one
 was able to clean up after itself and finish.
