 Could this go into 6.1? [https://github.com/WordPress/wordpress-
 develop/pull/3337 The backport] that enabled the theme support within Core
 is marked as a feature. This ticket is marked as an enhancement. 6.1 is in
 feature freeze, meaning no new features or enhancements.

 Could the backport and this ticket be reclassified to deal with the
 regression? I defer that decision to the 6.1 Core Tech Leads
 @davidbaumwald @mikeschroder @jeffpaul.
