 When on the Plugins admin screen, selecting Active plugins then using the
 "Delete" bulk action shows a confirmation message but does not delete the
 plugins. No error message is shown about deleting an Active plugin.

 I would recommend making it so bulk deleting an active plugin deactivates
 it then deletes it, but an alternative would be showing some UI element
 that tells the user it's not possible to bulk delete active plugins.
