 Just to follow up here, this is a theme.json only setting, meaning
 citations can't currently be customized in the UI:
 https://github.com/WordPress/gutenberg/issues/35735 This is part of
 overall work to improve customization and consistency of "elements":
 https://github.com/WordPress/gutenberg/issues/40966 The UI and controls
 for an end user are coming later on after theme.json support is ensured.
