 **Summary**
 In the Quote block the citation has less flexibility to be styled than the
 quote. Used WP 6.1 RC2 to test.

 **Steps to reproduce**
 1. Add a Quote block in a Post editor
 2. Try to change the Citation's font size, appearance and background

 **Expected results**
 The background, font size and appearance can be changed the same way the
 quote styling can be changed.

 **Actual Results**
 The citation  styling stays the same while the quote styling changes.
