 existing images/thumbnails by default.

 Thats exactly what we did for WebP in WordPress 5.8; the rejected proposal
 for "by default" was a follow up to that work.

 still handcuffed to supporting ancient EOL versions of PHP.

 Plus the lack of support in Edge.

 This decision was made long ago - WordPress image mime type support always
 depends on the underlying image processing supporting it; it is fine if
 this is a progressive enhancement.
