 @123host In order to use this filter you need to hook into the `wp_filter`
 global inside a file that loads during the installation, usually `wp-
 config.php`. This approach is documented here for another filter that runs
 before plugins have a chance to hook in:
 https://developer.wordpress.org/reference/hooks/enable_wp_debug_mode_checks/
