 Hi there, welcome to WordPress Trac! Thanks for the ticket.

 As far as I can tell, if you choose the "All content" option on the Export
 screen, the export file does include menus:
 > This will contain all of your posts, pages, comments, custom fields,
 terms, navigation menus, and custom posts.

 Could you elaborate a bit more on what should be the expected outcome of
 this ticket?
