 I forgot to post on the ticket at the time, I've set up a
 [https://github.com/WordPress/wordpress-develop/pull/2692 pull request]
 linked to this ticket:

 * themes are required to have `index.php` or `templates/index.html`
 * error message updated to use indicate either file is required
 * error uses an existing string in WP so it doesn't break the string
 freeze
