 Thanks @johnbillion for reporting this. We reviewed this ticket during a
 [https://wordpress.slack.com/archives/C02RQBWTW/p1651553996529469 recent
 bug-scrub session for WP 6.0] and based on the feedback we're making the
 following changes:

 01. Removing the needs-refresh keyword
 02. Adding the changes-requested keyword
