Comment:

 I'm bumping this from the 6.0 milestone as I don't think the PR close
 enough to ready for a ticket marked `early`.

 There are a few architectural discussions taking place on the pull
 request. These ought to be moved here and discussed without the presence
 of code.

 Once these have been decided, the `needs-unit-tests` keyword will need to
 be addressed: there are a few plugins in the tests/phpunit/data directory
 but you may need to add an "upgrade".

 If unit tests prove difficult, you may be able to use them in combination
 with end-to-end tests.
