 In order to facilitate testing of the Rollback feature using the
 [https://wordpress.org/plugins/rollback-update-failure Rollback Update
 Failure] feature plugin, a conditional testing for the feature plugin is
 needed to utilize the new `move_dir()` function.

 @SergeyBiryukov reports precedence for this.

 Once committed, [https://github.com/WordPress/wordpress-develop/pull/2225
 PR2225] will be updated to remove it.
