 I have prepared a proof of concept for Twenty Seventeen. The idea is to
 follow the google implementation as closely as possible and to just
 replace the CSS file.

 The question is: Would we want to do the replacements for all core themes
 in one big pull request, or do we want to create one pull request per core
 theme?
