 Universal time should be reported as it is received from your PHP
 installation. If it is wrong in that place it is likely that your server's
 time is wrong.

 Another possibility that some (non-core) code interferes with related
 functions calls for some reason. But I would check the server first (or
 inquire hosting support to do so).
