Comment:

 I posted similar screenshots in a related ticket #53523

 I think a list table would be a suitable option here as there might be
 more actions needed in addition to delete (e.g. additionally update,
 enable auto-update, disable auto-update).

 So such a table could extend the {{{WP_Themes_List_Table}}} class in a
 similar way {{{WP_MS_Themes_List_Table}}}, rather than
 {{{WP_Themes_List_Table}}}.

 There exists toggle buttons for the Media library that might be re-used as
 well.
