Comment:

 This ticket was discussed during the recent bug scrub.

 As the Requests 2.0 ticket (#54504) has been milestoned for 6.1 and this
 issue is a blocker for Requests 2.0, I'm moving this ticket to the same
 milestone.

 **Note:** [https://github.com/WordPress/wordpress-develop/pull/1999 PR
 1999] is a stopgap fix that can be implemented ahead of investigation and
 implementation of #54589.

 While it's possible that there are other Core files required during
 upgrade which are not preloaded, I believe that we don't have any other
 reports at this time. A deep-dive to investigate this further is planned
 as part of #54589.
