 If emails are going to be sent out for "critical" issues, then I think the
 detection of some of them needs to improve.  For example, the "Your site
 is set to log errors to a potentially public file" doesn't actually detect
 if the debug log is readable over the web.  A .htaccess file can be
 present that blocks debug.log from being web-readable and that critical
 issue will still be shown.
