 My local Imagick does support AVIF and it **does** show up in the array

 [attachment:"48116.6.diff"] is the same as [attachment:"48116.5.diff"]
 except:

 1. sorts the PHP extensions in a case-insensitive manner (not really
 necessary, but "nice")
 2. fixes a few WPCS errors ([https://github.com/WordPress/wordpress-
 develop/runs/7418591814?check_suite_focus=true reported on the PR])

 I think this is ready for commit...altho Dion should probably weigh in
 first.
