Comment:

 I added a note to the PR but it didn't come through here.

 I think the PR should focus on the logic around when the REST API uses
 `get_sample_permalink()` rather than change the logic using
 `wp_unique_post_slug()`.

 This will ensure all the appropriate filters fire too.
